Victorian premier TED BAILLIEU will present a study at tomorrow's COAG meeting in Canberra,
which shows that the carbon tax will result in 23 thousand fewer jobs being created in
the state by 2015.
The Herald Sun says the report by Deloitte Access Economics will show that Melbourne
will be hit hardest, with four thousand 500 less jobs than there would have been in that
year WITHOUT a carbon tax.

Fed: Appeal could delay Hicks trial again
CANBERRA, Feb 21 AAP - Further delays are looming in the trial of terror suspect David
Hicks, after a human rights group vowed to fight a US ruling banning enemy combatants
from challenging their detention in American courts.
The US Centre for Constitutional Rights is planning to appeal the US Federal Appeals
Court decision in the US Supreme Court.
"This case will almost definitely go to the Supreme Court," president Michael Ratner
told ABC Radio today.

FED:Independent regulators should price water
CANBERRA, April 20 AAP - Independent regulators should set the costs of water in an
overhaul of pricing in the sector, a new report says.
National Water Commission chairwoman Chloe Munro said pricing water should cover the
true cost of the resource, pipes and treatment plants and delivery.
The commission released its review of pricing reform in the Australian water sector on Wednesday.
The report showed reform has been "patchy" across states and territories and made nine
recommendations on future reforms.
The main recommendation was setting up an independent regulator to oversee pricing of water.
"While water bills should reflect the real costs of water supply, the commission is
well aware that significant investments in new infrastructure have meant that most Australians
now face continuing price rises," Ms Munro said in a statement.
She said governments and regulators had to induce water service providers to invest
and deliver services at the lowest cost.
"Flexible pricing options would give customers more choice and better signal the value
of our water," she said.
"It is equally important that pricing is overseen by fully independent economic regulators."
Ms Munro said the commission commended the reform efforts by Tasmania and South Australia,
including the establishment of independent regulators.
But she was disappointed by the Queensland government's withdrawal from reforms and
imposition of a short-term price cap.
"A better way forward for the Queensland government would be to have an independent
economic regulator to oversee water prices."

I READ with interest the article on Internet downloads and I think there are worse things out there that the government should control rather than free Internet downloads.
To all those who say they can't compete with the Internet, well, too bad. We are advancing in digital services, and everyone should keep up, instead of complaining.
Tan Ngiap Foo, chief executive officer of the Recording Industry Association of Malaysia, was quoted as saying that reducing the price of CDs was ludicrous.
Sorry sir, but you may have to, otherwise there is just no way you can compete with the Internet or you should find more innovative ways to market your products.
The three-strikes rule won't help you.

Former New South Wales premier MORRIS IEMMA is predicting disaster for Labor at next
year's state election .. if federal campaign director KARL BITAR is parachuted into the
state upper house seat vacated by retiring Labor MP JOHN DELLA BOSCA.
Mr IEMMA has told Macquarie Radio Mr BITAR ran one of the most inept campaigns in living
memory and should quit.
He says parachuting Mr BITAR into a state seat would tell voters Labor has learnt nothing
from the federal election result.
Meantime Mr IEMMA has praised Prime Minister JULIA GILLARD for salvaging the result
with her ability and her personality .. saying her `real Julia' statement was a clear

Zenit-3SLB Launches Intelsat 15 Satellite

Intelsat, a provider of fixed satellite services, announced on November 30 that a Zenit-3SLB vehicle launched the Intelsat 15 satellite (IS-15) from the Land Launch facilities at the Baikonur Space Center in Kazakhstan.
According to Intelsat, liftoff occurred at 4 p.m. ET, followed by signal acquisition and spacecraft separation about six and a half hours later at 10:28 p.m. ET.
The satellite, built by Orbital Sciences, will provide video and data services through its high power Ku-band payload. Once IS-15 is operational, it will replace Intelsat's 709 satellite at 85 degrees E, and is expected to have a life of at least 17 years.
Customers will use IS-15's capacity to distribute in-demand services that include cellular backhaul, for wireless communications to remote locations; broadband networks for enterprise applications; IP trunking, for Internet connectivity; and video services, for DTH programming.
"IS-15 is our second launch of 2009, and the second in an 11- satellite launch campaign, the largest in Intelsat's history. This spacecraft will have a satellite footprint that covers the majority of the Middle East, the Indian Ocean region and Russia, making it an ideal spacecraft for delivering services to customers operating in these regions," said Dave McGlade, Intelsat CEO. "This satellite is also supporting the expansion of government applications in the Indian Ocean region."
"IS-15 will offer SKY Perfect JSAT the ability to provide direct broadband connections between Japan and the coastal countries and sea areas throughout the Indian Ocean region, delivering interactive mobile communications for ships and other vessels at sea," said Masanori Akiyama, President and CEO of SKY Perfect JSAT.
The IS-15 satellite furthers the relationship between Intelsat and SKY Perfect JSAT. Intelsat and JSAT International, the U.S. subsidiary of SKY Perfect JSAT, jointly own the Horizons 1 and Horizons 2 satellites, delivering video and network services throughout North America.

Fed: Coalition seizes IMF comments on infrastructure spending
CANBERRA, April 24 AAP - The coalition has seized on comments by the International
Monetary Fund's (IMF) chief economist Olivier Blanchard who said the federal government
should prioritise infrastructure spending.
Mr Blanchard told ABC TV on Thursday that spending on roads, ports and other major
projects was the best way to spare Australia from the doldrums of the global financial
crisis.
Opposition Leader Malcolm Turnbull echoed Mr Blanchard's sentiments on Friday, saying
that the risk with Labor's cash handouts was that the public may save, instead of spend
them.
"(Prime Minister Kevin) Rudd has been running up a lot of debt, borrowing a huge amount
of money - $23 billion in fact - and handing it out over four months in cash handouts,"
Mr Turnbull told ABC Radio.
"It hasn't created jobs, it hasn't prevented the economy from going backwards and the
IMF is here validating the very criticism we've been making for the best part of six months."
While Mr Turnbull acknowledged the economy needed a stimulus, he said Labor had chosen
the wrong kind.
"The best form of stimulus consists of spending money on economic infrastructure," he said.
But Acting Treasurer Lindsay Tanner said only 30 per cent of the government's second
$42 billion stimulus package was spent on cash handouts.
"There is an important place for cash payments because they get money moving quickly
and they help sectors like retail," Mr Tanner said.
"But the bulk of the government's stimulus package does relate to building infrastructure,
leaving a productive legacy for our nation's future."

NSW: Nursing changes won't compromise patients: NSW Health
SYDNEY, Dec 19 AAP - Changes to the staffing mix in public hospitals is about efficient
use of resources without compromising patient care, says NSW Health.
Registered nurses will be replaced by less qualified staff as the NSW government orders
hospitals to save $32 million over the next four years, the Sydney Morning Herald reports.
The ratio of assistants in nursing, who have no minimum level of education, will increase
to 50 per cent of the combined registered and enrolled nurse numbers.
NSW Health deputy director general of strategic development Richard Matthews said the
department had the responsibility to look at every ward, but the changes were particularly
focused on rural hospitals.
"In some of our facilities, particularly but not exclusively in rural areas, the services
that we provide have changed over time," he told ABC Radio.
"Because of a lack of aged care facilities, some of our hospitals have actually become
de facto aged care facilities.
"Quite clearly, the care that is required by those patients is quite different to the
care that is required in an acute medical or surgical ward."
He said the mix of nurses had never remained constant in hospitals and patients would
not be compromised.
"They will have registered nurses but it is our responsibility to make sure that the
staffing mix leads to the most efficient use of the resources that are given to us and
it is our responsibility to do that without compromising care and safety and that is what
we intend to do," he said.
But a study commissioned by NSW Health last year found increasing the proportion of
less qualified staff led to a range of complications.
"We do have measures to make certain that the quality of care is not affected and that
is about an appropriate staff mix," Dr Matthews said.
"I think most people would accept that we need to use our resources efficiently."
NSW Nurses Association general secretary Brett Holmes said the union would try to ensure
the needs of each hospital were assessed individually.
"I think the department of health has an absolute obligation to make sure there are
sufficient registered nurses to deal with that sort of traumatic unexpected situation
and I'm not confident they are committed to doing that," he said.

CANBERRA, April 4 AAP - More than four million Australians are involved in organised
sport, fresh statistics show.
An estimated 4.5 million people, aged 15 years and over, say they are involved in organised
sport and physical activity, an Australian Bureau of Statistics report reveals.
The figure means 27 per cent of Australians over the age of 15 are involved in organised sport.
A further 1.6 million people aged over 15 are also involved in sport through refereeing,
administration, medical support and coaching.
Almost 40 per cent of those people had gained a qualification for their administration role.
"Just over one third (38 per cent or 609,700) of all persons involved in non-playing
roles reported that they had completed a course or qualification relevant to their role,"
the report said.
"The highest proportion of persons with qualifications, appropriate to their involvement,
were in a medical-support role.
"Of the 178,200 people involved in this role, 87 per cent were qualified."
Participation rates are higher in country areas than urban regions, the statistics
- for the 12 months prior to April 2007 - show.

CANBERRA, Dec 3 AAP - The effect of the US housing crisis on Australia is still unclear
and it will all depend on how deeply America and Europe are hit, a leading Australian
businessman says.
Former Woolworths chief executive and current Wal-Mart director Roger Corbett says
he does not expect Australian retailers to struggle over the Christmas period following
successive interest rate rises.
"Interest rate rises are meant to dampen something but I think there is plenty of consumer
confidence and I see no reason why retail sales this year should not be particularly strong,"
Mr Corbett, who is also a Reserve Bank board member, told ABC radio.
But he said it is all a balancing act and Australia has still avoided serious impacts
from the US housing crisis.
"The interesting thing will be to see what happens in America and whether this sub-prime
interest factor spreads wider than it is at the present time," he said. "I don't think
that position is quite clear yet."
Mr Corbett said both the European and US markets had shown signs of tightening in recent weeks.
"I've just come from Europe and I think if anything it is a little tighter and there
is a little bit more constraint in those economies than there was, say, two or three weeks
ago."
He said whether the ripples are felt in Australia all depends on how the situation
is handled overseas.
"It all depends on how deep the effect is in the United States and whether that moves
to Europe and ... I think that is slightly worse than it was two or three weeks ago."
Mr Corbett said the incoming Labor federal government had inherited a strong and robust
economy and the Australian community was waiting to see how the new government handles
that.
"(Prime Minister-elect) Kevin Rudd has made quite a point in the election campaign
that he was a very conservative economic manager and I think the community will be waiting
to see that he is."

Fed: Hockey dismisses Anzac Day work fears
CANBERRA, April 19 AAP - Workplace Relations Minister Joe Hockey says he has no fears
about people being forced to work on Anzac Day.
Responding to journalists' questions, Mr Hockey said today whether someone worked on
Anzac Day and whether they received penalty rates would depend on their workplace agreement,
be it a collective or individual arrangement.
But he was not worried that unscrupulous employers would simply treat April 25 as any other day.
"No, I don't have any concerns because Anzac Day ... is clearly protected as a public
holiday," he told reporters.
"People have worked on Anzac Day previously, I would expect they will work on Anzac
Day in the years ahead."
Mr Hockey said many people in a range of industries worked on the day which commemorates
the anniversary of Australian soldiers landing at Gallipoli in World War I.
"There'll be journalists working on Anzac Day, I expect. Whether they get penalty rates
or not depends on their individual agreement or a collective agreement, whether they're
on an award or they're on a contract."

With mental health firmly on the Council of Australian Governments' (COAG) agenda,
Mr Howard said he was looking to the states to also contribute.
"The commonwealth will contribute a total figure over a five-year period of $1.8 billion
towards addressing very significant areas of shortage and need in relation to mental health,"
he said.
"I stress that the commonwealth will do these things irrespective of the response of
the states, but naturally we would look to the states in the spirit of cooperation that
has been evident thus far to match in their areas of responsibility with an equivalent
amount."
Mr Howard said most people would agree that there were many gaps when it comes to mental
health care in Australia.

SYDNEY, Feb 15 AAP - Environmentalists have unfurled an Olympic pool-sized banner in
the dry bed of NSW's biggest dam to highlight growing climate change problems.
Greenpeace activists laid the banner across a waterless part of Sydney's low-level
Warragamba Dam, bearing the words "This is what climate change looks like".
The move is designed to prompt the NSW government to tackle global warming after the
Commonwealth opted not to ratify the Kyoto Protocol.
The agreement, in which developed and developing nations agreed to limit their greenhouse
gas emissions to 1990 levels, comes into effect tomorrow.
Greenpeace Australia Pacific Dr Bob Wilson, a former Sydney Water managing director,
said there was clear evidence climate change was a factor reducing our water supplies.
"Since the Howard government still refuses to ratify the treaty, pressure is building
on state and territory leaders to show leadership by implementing strong policies to reduce
greenhouse pollution," Dr Wilson said.
He called for the state government to introduce mandatory renewable energy targets.
"If NSW Premier Bob Carr took real leadership by implementing a mandatory clean energy
target of 10 per cent by 2010, he would see billions of dollars and thousands of jobs
flowing into NSW," Dr Wilson said.
Warragamba Dam, which supplies 80 per cent of Sydney's water, has dropped from 86 per
cent capacity to 39 per cent in three years.
A spokeswoman for the Sydney Water Authority said moderate rainfall had stabilised
levels over the past four months.
Scientists believe climate change, caused primarily by burning coal, oil and gas for
energy, is reducing rainfall and increasing evaporation in NSW, leading to water shortages.

JAPAN'S DOCOMO TO SET UP DUTCH UNIT TO SPREAD I-MODE USE IN EUROPE.
TOKYO, July 17 Asia Pulse - NTT DoCoMo Inc. (TSE:9437) announced Tuesday it will establish a subsidiary in the Netherlands at the end of the month to promote i-mode Internet-capable cellular phone services in Europe.
The Dutch unit, to be capitalized at 2.4 million euros (US$2.42 million), will be located in Amsterdam with an initial staff of 10 employees, all of whom will be sent from the Japanese parent company.
The unit will provide expertise on i-mode services and conduct market research on behalf of European cell phone firms, DoCoMo officials said.
The top cell phone service firm already provides i-mode services in the Netherlands and Germany through KPN Mobile, a Dutch cell phone company in which it has a 15 per cent stake.
Some 600,000 people in the two countries subscribe to the service, which DoCoMo plans to expand further into Europe, including Belgium and France, the officials said.
